A disabled person whose ride just broke down and who probably won't be able to get to the nearest public restroom can't get an exception to the "bathroom is not public" rule? I don't care if there's an epidemic going on or not, this is not acceptable.

This store is located in a bad neighborhood. The store is fine but a lot of beggars outside even though store has taken mesures to stop it.
