I just haven't had a bad experience with Cô Nhi cutting my hair. Maybe it's because I can speak Vietnamese, but we've always gotten along and I've always left her shop feeling better than when I entered. Not only that, but here price ($15) falls in line with what I've paid for haircuits. TL:DR - No frills, to the point, quality haircuts here

Great Men's Haircut for $15. I walked in without an appointment on my work break and didn't have to wait at all. Li was friendly and gave me a great haircut. I will definitely go back to this place!
