Its rare that you'll see them doing there job. I've called to report loose dogs and was told they can't do anything if it's in a yard. Knowing there is a leach law in our area. I guess it's going to take someone to get bitten or seriously injured. Sad I can't walk to public park that's 3 blocks away.
