Explained a scenario in under 5 minutes to the guy, he then tries to shock me with retainer fees which aren't a massive concern at the moment because attorneys cost money and am left with wasted time and the issue still remain.

Don't waste your time. This guy wanted $1200 to handle a $200 speeding ticket. He was extremely rude. Go somewhere else. This guy is trying scam people.
