I lived around here. There basically a small park I guess you can call it that, somewhere you can walk and enjoy the walk. They have done some work over time here and it was for the better now feels like a small little mini park.

I walk up the staircase to get work early in the mornings, and see more penises or than anywhere else in the city. I don't know if this is a place where men just decide to urinate or masterbate because it seems secluded, but it does not make a woman feel safe or comfortable. I'm considering finding an alternate route altogether.
