The sign is definitely significant and fairly new, but it is unclear to me if it refers to the 18 acres of thicket just south of the river on the east side of Highway 99 and is just meant to be kept undeveloped or if there are plans for something more (like trails and a visitor center or something). When I visited, there were several small earthmovers so I assume the latter, but I couldn't find any information online about it one way or the other.
