Delaware Fleet Services has numerous dogs living in outdoor hutches on their commercial property. They are refusing to respond to this crime. So maybe if their customers can see the kind of animal abuse and neglect they feel is no issue they will not want to do business with people of such low moral and ethical quality. I wouldn't.
