The building is located one block west of the city's Plaza Bolívar, where the 18th-century mansion of the first Count of San Javier was located, later demolished. In 1934 the construction of the Palace of Agriculture was decreed, destined for that time to the Ministry of Health and Agriculture and Breeding, whose project was prepared by the architect Guillermo Salas. Subsequently, for the year 1936, its use is destined to the headquarters building of the Ministry of Education, inaugurated in 1938. Since then it has been considered one of the symbols of the beginning of the modernization of the city. It is made up of a corner volume with a rectangular floor plan consisting of four floors. Internally, the spaces are organized around a main hall or central patio, roofed by a large glass roof as a stained glass window, in whose perimeter the rooms and circulation areas are located. Its facades are in the Art Deco style, represented by the formal characteristics of decorative constructive elements, namely, repetitive vertical linear moldings, ornaments in figurative bas-reliefs and geometric lines, made by the sculptor Lorenzo González. Since the end of the 1970s it has been used as a library, forming today the headquarters of the Simón Rodríguez Metropolitan Library. It was declared a National Historic Monument according to Official Gazette No. 31,900 dated January 10, 1980.
