At the same time, I filed a tax return for myself in Rostock and for my parents in Berlin. Everything was processed by the tax office in Berlin after a month, here in Rostock the process has already taken almost half a year. How can that be?

Absolutely incompetent in dealing with people. Unfriendly although you are very friendly yourself. Give people a little power and they'll think they're God. That some employees can even look at themselves in the mirror. But it all comes back to you too! The gentleman I spoke to is called Herr Buntrock, absolutely out of place there this person. The lady at the head office, however, was very friendly.

Since I assume that the tax office reads less than all citizens: don't let the authorities humiliate you! If a well-paid public service employee makes a mistake, you should complain instead of navigating your own burnout through error compensation. It is not a sign of skill when employees shrug their shoulders and say they don't know the answer, they don't get any training. If you are then asked to pay, you should consider who should be the more competent. In case of doubt, authorities in MV are vain and require the citizen to take responsibility. It's no secret that sick leave is relatively high. If the motivation is security, the job is done quickly and hopes for the weekend.
