Parke for over 20 years with a resident ID card at the same place and there has never been trouble or bother anyone. (Was / is tolerated because it is a very difficult parking situation, there are more residents ID cards for zone ... as parking) Recently there is a new sheriff in town clerk's office and since then residents are asked to injustice to the cash register.
P.S. times writes the residents on where escape routes lock, strangely I never see as a parking ticket on the window!
