Lake was not so well managed or may be it was delayed to clean (as Restrictions due to covid-19 )but the temple looks beautiful in middle of lake . And the lake has a reason in hindu mythology you can check it on Google

Lord Brahma came to Bhubaneswar to attend the coronation of Lingaraj Deva. Here he was requested to stay forever, but he assured that he will come every year on the month of Chaitra for the Ashokashtami festival. Again he assured that he will be the charioteer (Sarathy) of the Rukuna Rath of Shri Lingaraja. So a temple was erected in honour of him near Bindusagar.

Where is this beautiful in-tank temple situated? It is built in the holy Bindu Sagara. It has a very crucial connection with the customary rituals of Shri Lingaraj Temple, oldtown, Bhubaneswar. Locally, it is well known as Jagati. It is basically a pidha shrine. It's not sure whether any worshipping activities are performed inside its sanctum allover the year. But during the Chandan Jatra, it turns into a prominent ritualistic epicenter as lord Lingaraj visits here by navigating through boat or commonly known as Chaapa. Chandan Jatra is the only festival associated with this temple. Some also call it as Brahma Temple but the reason of nomenclature is not ascertained yet..
