Getting someone on the phone is very difficult in this municipality.
Most staff works part time.
This means that you can often only reach someone after 3 or 4 days.
Also certainly do not call during lunch break (12.00 to 13.30) and coffee break (s) (09.30 to 11.00)
After the lunch break is there perhaps work consultation? therefore not accessible.
