(Ukrainian Social-Democratic Union) Spilka. Check Wikipedia for the explanation. This is the office for a Union. Apparently not a museum hence the unattractive entrance. I’ve suggested an edit to the title of this listing from Museum to Spilka. Hopefully someone will update this soon
