The estate of notary and lawyer Filipov was built during 1886-1903 in the neo-baroque style and is located in the southern part of the city. The estate was arranged in a fashionable style at the time, for its construction was spent considerable funds - up to 100 thousand rubles. This building was erected on the site of a former wooden structure. Filipov's palace is conventionally divided into three parts: the central part with an attic and two wings - left and right. The walls are decorated with arched windows, painted in a noble white color, as well as - massive columns that support the portal above the main entrance and give the building a unique grandeur. The villa was owned by a lawyer until the beginning of the October Revolution of 1917, later it became the property of the city municipality. At first, a Soviet party school was opened here, where Oleksandr Dovzhenko taught. In the 1920s, during the civil war, the headquarters of Budyonny's first cavalry army worked in the building. Later, a secondary school was opened in its premises № 22 and only in the mid-1970s. the building was equipped with a registry office

The "House of Ukrainian Culture" is located in a historic building - in the estate of Filipov, today better known as the former registry office of Zhytomyr. The exposition of the museum presents objects of life and culture of the Ukrainian people. Periodically, the collection is replenished with new exhibits. On the territory of the museum "House of Ukrainian Culture" is the largest doll-motanka, which is included in the "Book of Records of Ukraine". Also, the "House of Ukrainian Culture" is a center of Ukrainian spirituality and traditions, so it often hosts seminars, creative evenings and workshops. The house was built in 1886. Initially, the building was completely wooden, but Ivan Mykolayovych in 1903 reconstructed it and turned it into a decoration of the southern outskirts of the city. Conventionally, the building is divided into three parts: the central one with an attic and two side wings. To this day, preserved the beautiful stucco facade, tall columns, windows, which were a great luxury for their time. Preserved in the house is a richly decorated fireplace decorated with antique stucco, antique furniture and decor elements, piano. According to unofficial sources, the owner spent about 100 thousand rubles for the reconstruction. The notary himself enjoyed great authority, worked as a notary in the district court in the Zhytomyr District Court, had a private practice, in particular, served one of the wealthiest residents of Zhytomyr - Baron Ivan Maximilianovich de Shoduar. Unfortunately, the change of state leadership and the vicissitudes of historical development did not allow the owner to live a decent life in his own home. After the October coup, the building was nationalized and handed over to the municipality. Ivan Nikolaevich Filipov was forced to leave his home, his further fate is unknown, the most common version is called fleeing abroad. For the last hundred years, the building housed the Bolshevik National School, the 22nd City School, and later the City Registry Office. During the independence of Ukraine, a large-scale reconstruction of the building was carried out: the parquet was re-laid, roofing materials were replaced, the interior was updated and the facade was insulated. In 2016, it was decided to change the purpose of the house of notary Filipov to the House of Ukrainian Culture, as which it still functions today.
