The building was built at the beginning of the 20th century at the expense of a local entrepreneur, merchant of the II guild, an honorary citizen of the city Sergey Petrovich Vasnev. In 1906, a seven-year private female commercial school began operating in the building. Since 1922, the building housed Donetsk Institute of Public Education (DINO). In 1929 the institute moved to a new building (the current main building of the Lugansk National University named after T. Shevchenko) on the street. Defense. The building housed the regional administration of the NKVD. In 1970, the building was transferred to the 7th city polyclinic of the plant named after Lenin. A fire broke out on 17 February 2011. The building was significantly damaged, only the load-bearing walls remained. Since 2011, various options have been considered for the restoration of the building, which were interrupted by the events of the 14th year.

Historic building of Luhansk (with a mystical reputation). Once the NKVD was located here (with cameras for execution). An architectural monument by the way. It is a pity that it is not being restored. The building was built once by the wealthiest resident of the city, the merchant Vasnev.

Nice, but what kind of restoration? For whom, why and for what means to restore? The territory has no future, in ten years a couple of thousand inhabitants will remain. And only because of age, or there is no money and effort to move.

Historic monument, destroyed during the fighting in 2014. Nobody cares about him. It's a pity such a legacy and such a careless attitude

Monument of history. He was badly damaged by shelling by the Ukrainian army. Burned. Now in disrepair. The building has historical value and is close to the center. It is not clear why it is not being restored. It will be a pity if it is lost.
