Reported a stolen vehicle. Co-signer (who never paid any of the payments) got into a car accident and decided the vehicle was now their own. Found the vehicle in Topeka, flagged down an on duty officer and asked them to come with us to get it back. Pulled the vehicle over, saw that her name and the primarys name was on the registration. DID NOT ask for proof of insurance. In the state of Indiana it is illegal to drive without insurance but because this officer knew the co-signer he let her go. That right there is a conflict of interest. Once he found he knew one of the people he should of called for a different officer. Asked for a superior office and he did not call for one. Asked for his name and it was not given. There are no numbers on the Topeka police departments cars so we got the plate number instead. I would like someone to tell me if this would of also happened if the primary (a black male) would of taken the car from the co-signer (a white female). We all know the black male would of been cuffed and thrown in the back of the cop car for theft. Ridiculous. You're sworn to serve and protect ALL. Not just the skin color that matches your own.
