Mark Guissiner was on the Civilian Review Board regarding my brother Captain Brian Babb’s shooting by the EPD in 2015. A veteran of Vietnam, he was outspoken and clearly stated his opinion after reviewing the evidence provided as “implausible” and contradicted police reports that they thought the bullet had not gone all the way through my brother’s head (the bullet was later found by my sister, lodged in the wall of my brother’s living room. The police didn’t look for it even though the amount of blood make it obvious there was definitely an exit wound). I still appreciate the time and candor in which he dealt with me after my brother’s death. It hasn’t been easy for anybody, but his willingness to listen made an impossible situation at least vaguely tolerable under the circumstances.nStephanie E.
