He took time out of his day to explain to me what an appraiser is looking for when they come out to your house. Compared the ease of doing appraisals in a City compared to in a Rural environment. He was very helpful n said appraisers look at the market value, the quality of construction and condition of the house. They do not look at the closets, wether the home is clean, dirty or cluttery. They don't test the mechanical, electrical or plumbing systems - their job is different from a building inspectors. They just measure the house, look at the quality of construction and the condition. He said a Cash Out Refinance appraisal is more stringent and harder for the appraiser than a basic home appraisal. He said any new construction that is not finished ready for use IE: subfloor exposed in a bathroom remodel would be considered an issue and it needs to be fixed before they come out and appraise the house. If it's not finished it typically would put a contingency on the loan that that construction has to be finished first before the loan would be approved by the lender.
