Is there a reason why electronic payments have a ‘convenience fee’ attached? Just wondering who benefits from this; the consumer or the utility?

Every business wants to be paid on time. So why charge me an extra fee to set up autopay and on line pay or pay with a cc card. Government run ......would explain a lot.

The cost of water is Frederick is outrageous! Family of 4 consistently has $300-$400 quarterly bill.
