I was in law enforcement for 22 years, and my time as an employee of the Halifax Police Department was the worst by far that I had ever experienced. The blame was not on the department as much as it was a micro-managing town council and town manager who set us up to fail at every turn, especially when it came to satisfactory equipment and sufficient manpower.

Pulling people over to give them an ice cream cone sounds all cutesy, unless you are an attorney. That is an illegal stop. What if you are delaying someone on their way to a job interview? On their way to work and who could lose their job for being late? Headed to pick up a child standing alone waiting for their parent? And what if you find contraband? There's this thing called the 4th Amendment. Maybe you should try to respect it and keep your stupid ice cream to yourselves. This is NOT how you create a good relationship with the community. Duh.
