The first Superintendent was Josiah B. Bewley who enterednduty on November 13,1908, after construction ofnthe superintendent's residence, known as thenCemetery Lodge, was completed. By then, the WarnDepartment had constructed a wall around thenproperty, built a stable, designed a general cemeterynlayout, and graded a road to the top of MonumentnHill.
