How is it possible for traffic controllers to walk only in the parking lots and check only the parking charge, and the way of the japery people finely park in the middle of the road to light all 4 flashers and make purchases at the shops at the intersection ??? In a place where there are a lot of pedestrians, and soon the student does nothing !!! Does anyone at all know what traffic guards are doing to levy penalties for unpaid parking, or to sanction any offenders and at least somewhat impede the safe flow of traffic for both drivers and pedestrians?
