I have stayed several ryokan in Nagano area, but this is my personal favourite, best quality/price ratio. In particular I like the construction style and the inner garden.. Beautiful! Rooms are nicely furnished too.
The area outside the ryokan is quiet, although you might hear other guests talking or walking around.
Make sure to eat breakfast here! As pointed out in other reviews, it's delicious.

It is reasonable at 4500 yen with breakfast at a retro and cozy inn.
Breakfast is delicious with handmade dishes using Nagano vegetables and mushrooms, and it is a very peaceful space as if you were back to your hometown if you talked with the locals. I'm looking forward to seeing Nagano throughout the seasons.
It may be a somewhat old and poor inn, but it settles down like a grandparent's house instead. Although the fare is low, it is also high that the food is very delicious. It is a rare ryokan that is neither cheap nor bad, although it is completely opposite of luxury and luxury. The location where you can go out to Zenko-ji Temple or the front door in a walking mood is also good. It is also possible to stay here for a long time and to visit Togakushi. I want to visit again not far away, I want to stay here as much as I want if I can retire and leave room.
