Kuybyshev Valerian Vladimirovich (1888-1935), Soviet state and party leader, in 1915-1916. was in exile in the Irkutsk province. In 1930, the Irkutsk Heavy Engineering Plant was named after him.

Valerian Kuibyshev was born in a large family on May 25 (June 6) in 1888 in the city of Omsk, Akmola region of the Russian Empire, where his father served as an officer. When Valerian was born, Vladimir Yakovlevich served in the Omsk garrison. In 1889, Vladimir Yakovlevich was appointed a district military leader in Kokchetav, a small town in the north of the Akmola region, south-west of Omsk. And the whole family of Captain Kuibyshev moved to Kokchetav.
