In my photos, the fountain is working in a weak mode, due to the strong wind. Twice I came with a tripod and both times - the wind. Improvement works for the Park and the central fountain began in 2018 and 2019. By the 800th anniversary of the Kremlin and the Day of the Hero-City of Tula - they were in time. In summer, the fountain is turned on by the Keeper at 9 am and off at 10 pm. The power of work throughout the day is also controlled by the Overseer, his room is a light bunker next to the fountain itself.
