To enclose a fountain with a fence is to deprive this architectural form of the basic meaning. A fountain in a city or in a park is, first of all, a source of coolness for people; people must be able to interact with water. But unfortunately, we are increasingly forgetting that the improvement of cities should serve for the convenience of people living in it, and not for reporting on the work done.
