I have twice emailed from the web page asking for information with no response. I spent all morning one day calling and it was busy all 20 times I called. They can't afford voice mail?

After receiving an inflated bill with no justifiable reason. Reached out to the water district and did not receive any response. Paid the inflated bill and then they charge my account 4.52 to pay the bill and it wasnt even late!!!!!
