Waste Management is one of the worst run companies I have had to deal with. I purchased a house and found out after the fact that I had an uosized garbage can a year after purchase. I agreed to pay the $25 and then they were supposed to switch me to the smaller can that I do not have to pay extra for. Well they never switched it. Then a year later they attempted to Bill me for the bigger can that they failed to switch out. I am still fighting with them over the fact that they think I owe them for using the garbage can they failed to switch out. Guess what, your fault = your problem.
