You can get through, it is better in the morning and persistently. The answers to clearly posed questions are clear enough. Employees of the consulate are not involved in consultations as this is not their responsibility. In general, employees can be understood, because they have a blockage of work, and people often call with either stupid or unformulated questions (I know this from the forums on this topic).
