I recently bought a home that was roofed by State 28 in 2016. They “upgraded” to ridge vents, took out the old roof vents, and just covered the holes in the decking with tar paper and shingles. They did a horrific job on the flashing, which has caused obvious leaking in various places. And now, the company is either out of business (hopefully) or just changed their name and contact info. Whatever you do, do not use Joseph Swarts to do your roofing, unless you want to pay a second roofer to come fix all the problems that he causes.
