Do not tour or work in this area if you are from out of town. The sheriff will violate your rights and keep you on the side of the road for 90 minutes while you miss work then when they don't find anything, they threaten to impound the car. The guy should not be Sheriff in my opinion. Who wants to get treated like a criminal just for driving down a road. I understand the speeding because I may have been doing 1 to 5 over but the rest is out of line. Good way for the county to get a law suit.
